This report echoes what that as a humanitarian community have learned from other studies and reflections. It knows that men, women, boys and girls are impacted differently by armed conflict. For International Humanitarian Law – and its interpretation and application – to stay true to its humanitarian quest, it is important to identify and react to the specific needs, risks and vulnerabilities that conflict today is causing men and women respectively, and to recognize how power relations affect the abilities to access support.
